Meaning of Failed Connects

In the "Machine Network Issues" dashboard we can see a lot of failed connects:

We checked this with our network collegues, but there are no block connections. 
What does the uberagent count as a failed connect?

    Hi Martin,

    A failed connect is if a TCP handshake was not performed successfully.
